1968 Rupp C-250

Does anybody know if the holes in my handlebars near the throttle are factory or not? There are two small holes on top and one larger hole on the bottom.

I know that the holes below the top triple tree are there for the upper spring retainer bolts, and I know that the holes in the bottom of the fork tubes are not supposed to be there, someone screwed the inner fork tube to the outer fork tube.

If anyone has any knowledge regarding the three holes near the throttle grip, please share.

I won't declare myself an expert but I have two Rupp Continentals of similar vintage, no holes in the bars. Looks like someone mounted a kill switch at some point if I had to guess.
