Either return it or start troubleshooting... is it getting spark, is it getting fuel/air, check timing, etc. Good luck and let us know how it goes.

The 79cc engine that comes with the DB30 is VERY temperamental. The carb comes from the factory lean for EPA reasons and is non adjustable. Most people do a engine swap and I would recommend that option. I putt a Honda GX120 on my wife's. The predator engine are good a option. Otherwise look...
