Honestly you will spend more sleveing the block than replacing it with a new cast Iron bore block!

Check you valve guides for wear, and what is your ring end gap? you said it was shipped with oil still in it, if it got turned upside down it will get oil in the cylinder.
the flame coming out of the header is from excess fuel not being burned in the cylinder and then hitting th air in the hot header and igniting! all racing kart engines do this!
I am not really sure on the carb, cant really tell from the pics! Those carbs are cheap though! I may have a decent on laying around, its yours if you want it...just a few buck for shipping!
