It all depends on your build. The 22 would be better for a closer to stock or slightly modified setup. 24 if you going to port it really good.

The 13 will calm it down some and definitely a 14 will. The 212 on a Motovox with 12/74 gearing will wheelie no matter how you set the governor. The problem is that when you give it the throttle it goes wide open till the governor kicks in and kids don't know how to feather the throttle.
