You're probably looking for something more like this set up...
I doubt you'll want more than 1/8" to 1/4" rise from front to back of seat if those a typical spring shocks. Id probably wait until I had the seat mounted, block up the frame to ride height and see what feels good and looks cool, and back it up to a wall for that just in case feeling. :D

Can't answer the safe rpm question. There are a few members who bought the wildcat. Type wildcat 223 in the search function and send them a pm. I suspect that swapping the rev limiting coil and moving the governor spring to the far hole will get you to about 4800 rpm max.

Looks like a 196 or 212 on a frame that used to have a 97cc engine on it and probably weighs about 80 to 90 lbs. I would think that a 50 tooth sprocket on that setup would provide a decent amount of get up and go, even with a 200lb rider.
Adding to what's been said above, verify your governor spring hasn't been modified. At the very least it probably has been moved on the gov. arm to raise the rpm limit from the stock 3600 rpm. Also, If you go with a stock airbox you'll want to get a hose for the valve cover to airbox connection...
