    Either could cause it...warped could but it seems like it'd have to be really bad. Wouldn't take much sprocket off-center to change tension. Assuming this is new or smooth running chain?

    The sprocket is an easy check, measure from the hub flange to the teeth at several points around.

    Sounds like the wheel sprocket is off center on the hub or the hub itself is on the wheel off center by what you're describing with the chain tightening and loosening.

    I can't quite tell from your pictures but if there are two rivet holes on the side of the shroud (where a large metal ID tag was) that would date it to circa 1972 or earlier.     Yeah, I don't even think that would cover much of the belt if you extended the brackets out. Just don't ride with bell bottoms until you find one...heck a piece of scrap steel bolted across the top of the factory mounts will get you rolling and at least keep debris from flying up at you.
