what are these holes for ,they dont line up, unless i measured wrong

this thing is heavy, it does work on this tecumseh :scared: 1st 3rd and 5th are pics of starter and numbers on backside of the starter , 4th pic is the starter cup , when i got this it was on a 1955 briggs , is it a tecumseh part ? , thanks
