12" spoked wheels. Bobber? Rat bike, wagon?

Maybe someone can use these on a build? 12" x 3". I don't see a brand. The rear brake seems to work well. One tire decent and one is beat.

They are smaller than 5/8" in the bearings. Lets see if I can get an outer bearing measurement.
