Is there a groove worn into the crank where the seal rides on it? Can you move the crank sideways, up and down in the bushing? There is a bronze bushing mounted in the plate to act as a main bearing. If it is seriously worn, the crank can slap around in the seal and cause a leak.

Got one of my other motors running but am trying to figure out a throttle linkage with a Tec carb. Really tight spacing with the tank and flywheel right there. What have you guys used with your A400? Thanks!

Not sure if I mentioned this to you in this thread, but I like Tillotson HC diaphragm carbs from old David Bradley chainsaws.(eBay)
They bolt right on, they are gravity fed, so you do not need to drill a pulse hole in your reed plate, they have cable attachments and throttle return springs already. Manual choke, high and low speed adjustment screws, instant throttle response, small enough to limit your RPMs to about 4000 and easy throttle connection. The perfect Panther carb in my opinion. If you can't find one, I can send you one.
