Air Vane Governor Engine for Mini Bikes?

I'm not one to remove Governors, and I'm trying to figure out the if using An Air Vane Goverend Engine for My Mini Bike would even work?
,being the Air Vane Type has no Spring,so the Air pressure alone would not allow the Gov to work?
I assume an Internal Gov would work better?

I ran a Briggs air vain, no problems
Just a little tinkering to attach cable to throttle arm

Yeah, I guess it's just a matter of where to attach the Cable and what Springs to use & where.
The Clinton I have has no Gov,even with the Throttle Plate nearly closed..it ran away pretty fast!..Had to ground the spark plug fast!..lol
