That cut out on it makes it look like it mounts to the rear axle tab. Maybe a luggage rack or tow hitch of some sort?

I have no idea and have never even been close to one but, the half moon cutout looks a lot like an axle bearing cassette pattern. Or my imagination is running wild

My dad had one of those with a snowmobile that was factory and street legal. Could be a tag bracket off the axle.

There was alot of snowmobiles. That could be a good guess. Some snowmobile ski's was near those.

That's what I see when I look at it. Seems like a nerf bar or bumper mount maybe?

That is the rear fender brackets for the RTS-SL street legal version. Those little fenders you see over each back wheel

For sure it is a fender bracket for a Street legal Tri-Sport. When I went to 10 inch wheels I had to extend the tubing for clearance to the new diameter. and there were two different one's for proper alignment
