I wouldn't be overly concerned about horsepower ratings. I've been comparing lawn tractors and have noticed 20, 22 & 24 HP Kohler V-Twin engines are all the same displacement (725 cc). I once saw something somewhere claiming a non-hemi 212 Predator makes 7 HP and the hemi makes 8 HP (both stock); true, or not, I can't say; both are rated 6.5. Lifan's 196 cc engines (same displacement as the Coleman) are rated at 6.5 HP. There are factors other than displacement, such as compression ratio, bore/stroke ratio, valve size, lift and duration, intake and exhaust flow/restriction, etc. My guess is that Lifan slightly underrates their engines to avoid having disgruntled customers and their 212 makes up to 7.5 HP +/-. MM probably wanted to use the maximum realistic rating to make their 212 cc bikes seem more desirable. I doubt MM had Lifan produce a special MM-spec engine as that would have added cost. Again, just guessing.
