Yes , that's a Powell mini bike ! It has numbers on the top bar that could help Identify close to the year model . Is that the original engine ?

Nice , the first two digits of the ser. number on the engine will tell you the year model . Frame ID number is stamped in the top bar of the frame .

The lever is a belt tensioner. Pull forward in the notches to tighten belt before riding.

I had heard that about Hodaka power plants with the OE exhaust/mufflers, not about the Powells till now.
