Baja Racer=Throttle to Governor Spring Replacement

Hi All - I was referred to this forum by Victoria at OldMiniBikes Warehouse customer service.
My problem is I picked up a Baja Racer that is missing a spring that attaches to the throttle lever and the governor.
I am having a hell of a time trying to find this spring or getting any tech support from any parts/service vendors.

This bike starts right up but will not idle - it appears this missing spring is causing the problem as the engine idles fine when I hold the governor lever at the idle position.

So, can someone tell me where to get one of these springs?
Also which holes does this spring hooked thru in the throttle lever tang (2 holes) and the governor (3 holes)?

The picture shows where the spring would attach, on the short, 2 hole tang on the throttle lever

This spring should work if you can't find something similar at the hardware store:

16561-ZG0-000 HONDA SPRING, GOVERNOR (Honda Code 1795202)

Any of the holes will work as long as they are connected. Just will give different throttle response. It is hooked up like this on a working engine - no guarantees it was originally in these holes but it works.
