I think that was 13 HP drinking gas.
I can't answer about the timing. I would check it before starting it. No sense detonating all over that piston.
Unfortunately the timing would be in the flywheel not the key, plus I'm not entirely sure how to tell how far it is advanced if it is. I'm just going off of what a few people said

Timing light and a degree wheel mounted on the flywheel nut will tell you when it sparks without ever starting it. Spin it with the plug removed.
If you remove the shroud, you might find some marks on the flywheel. It was a racer, after all...

Also ARC makes adjustable flywheel for Briggs, maybe it fits?
That's an idea! I know a lot of the arc flywheels are advanced to 32 degrees already I've built quite a few predators and other clones

Yes i have two. But the carbs are very hard to find !! The gas Zama carb i did not know they even exited untill one came with the one Wazoom with a Alcohol carb also
I might just have to find a tilitson gas carburetor or a slide carb to make things simple. I've decided it's not worth it to me to run methanol for a few passes down a dirt or grass track, then to clean it all out before I start the rest of the night
