Broken governor shaft on face of block

Bike is a Rupp Scrambler with a Tecumseh HS50 motor.

I broke off the governor shaft at the location where it enters the engine block and now there is not enough length to install the governor arm to the carb. I am assuming the only way to replace this shaft is to remove the side cover to the motor. Is this a difficult job? I don't know if I should drop the motor off at the local lawn mower shop or do this myself. Any advise will be appreciated.

It sorta depends on how mechanically inclined that you are. Some people can sometimes screw up the simplest of jobs. It is a quite simple task. Pull the side cover, have a looksy.
