cam timing mark

I have a 3hp briggs IC engine with a bearing on the crankshaft. How do I set the cam timing without taking that bearing off ? there is a punch mark on the crank counter weight . The bearing is pressed on the crank and I don't want to risk breaking it trying to get it off. Also what does that little lever do on the cam ? is that a valve rotator or a compression release ? it does have a bearing on the exhaust valve spring. I was going to do the port and eyebrow work but a 3 horse engine won't pick up that much to make it worth while. It looks like the crank and cam have to go back into the case together because if I put the crank in first the bearing is in the way to get the cam in.

thanks, I did see the mark on the counter weight. This is the first engine that I took apart that has the bearing on the crank. this engine is a 1989 all my other briggs engines are much older. Do you think that it is worth the time to do the port and eyebrow work and maybe mill the head ? I think it will only gain about a half horse power at best

If you use the factory governor, you won't gain anything.
I prefer not to modify the engine block in any way, because I usually sell them later and people prefer untouched blocks and they pay more too.

The gain won't be much and could cause problems for the carburetor.
