Well the "Ryan Navion" on the steering wheel isn't much help; that's an aircraft manufacturer...
...unless they diversified into go karts when they exploded in the 60s.

This site is light on go karts but heavy on mini bikes. Have you tried the vintage karts forum? https://www.vintagekarts.com/forum/

I have other information from outside this site. He said, "it's definitely vintage, and its definitely a race Kart, and that rear axle set up was common".

You have added another piece of the puzzle thanks! Of course I thought it was a previous owner's name lol!

I know about that site, I'll check ...

Can't tell you anything about that Kart, but the Ryan Navion airplane,, was a ''state of the art'' mostly 2 seater,, developed right after WWII,, with retractable tricycle gear & everything ! There was also military versions of it.
Some versions, were actually able to take off & land on Aircraft carrier's,, for being used as Recon ect.
Definitely a very cool plane, ''way'' ahead of it's time !!

Wonder if maybe the Kart was a promo thing, like,, - buy a plane, get a Kart ??

Or,,
Maybe that's just a steering wheel out of one of the planes,, grafted onto that Kart ??
