I did some browsing on Google. There was a conversation about one of those for a 3-wheeler, but there is now way anything bigger than a 4.10/3.50-6 tire would fit inside that.
Odds are, it was an add-on accessory at a dealer/mini bike supplier.
It's for any minibike with a small enough wheel/tire setup, made in the 60s most likely. Came with a strap and a janky chain for the rear tire, I've seen a few NOS kits on Ebay.
