CAT 250x JC Penney bike or???

I grabbed this little roller off Facebook marketplace the other day. After much research I have determined that it is likely a Cat 250x but some things are throwing me off. It has a left side brake pedal and fenders front and rear. Were fenders optional on the baby Cat bikes (the rear looks factory imstalled and has welded brackets)? It is orange, has solid footpegs and the indent in the motor plate for a kickstand. Any help is greatly appreciated.

There should be a Sn on the top of the engine plate. Left front while sitting on the bike. If it starts with a 9 its a 69 a 0 would be 70 a 1 would be a 71.

Unfortunately there are no numbers on the engine plate or anywhere else that I have been able to locate. Do you know if some were stamped in alternate locations? Thanks!

So, this little cat has one piece wheels with the sprocket being of the not removable kind. Anyone think these wheels belong on an Arco instead of my cat? I am probably going to end up swapping them out as the tires are in need of replacement anyways.
