Cat Frame Question.

I picked up this frame awhile back.. Comparing it to photos I've seen online, I believe it to be a Cat frame.(?).However, there's a bracket that I can't find on any other frames that I've looked at..it appears to be factory..My question is.. what's the purpose of this bracket?
Seems like a dangerous area to have such a bracket in the event of a spill..Thanks for any info..

Yep,looks like someone added it for a kill switch by the wire under the bolt. Been better if they put it between the top rails
like a trailhorse.
