Cranks at Wide open throttle!!

Can you pull the governor arm forward and see the carb throttle, the black plastic part touching the black idle speed screw? I mean, will the black part touch the idle screw if you pull the arm forward?

Yes I can see it . It’s barley against the screw. Haven’t adjusted it. The screw is backed out almost all the way.

Your spring that goes from the throttle arm (big metal lever sticking out the side of the throttle linkage) to the governor arm (lever with a bunch of holes that clamps to the governor shaft) looks modified (shortened) which could definitely hold the throttle open by increasing the tension. The spring pictured to the left is what that spring should look like.
