Those normally are just hand tightened. Maybe try tapping on the outside of it with the plastic end of a screwdriver to break it loose? If it's sill being stubborn, maybe a belt-strap wrench
Let some gibbs get in the threads and gently screwed it off. Thanks capgun! Looks like the choke block is cracked. Second part cracked on this carb so far. Thought i was being thrifty but these parts are hard to find! I see why these carbs can get so pricy!
