The Rascal has a removable skid brake arm. The left side bracket is slotted.
1969 and 1970 are permanently mounted.

Like this, but my cub looks just as good as the weld/scrub brake as the one on that continental frame, and it came with those forks somebody could have transplanted the scrub break and changed out the forks I guess.
