If I'm understanding what you are asking...the rake is determined by the angle of the head tube, and does not seem to need messing with.
But the fork lowers appear bent toward the frame.
The lowers need to be straightened so they are on the same plane, as the upper part.
Do not use heat. Bend them cold but slowly.
