I pulled the HT out of the garage to see if it was going to run properly. Oil changed, and the tank filled with fresh gas, I removed the carb and took it apart. A good thing too. I never store a mini with any gas in the fuel system. It did not help. The main jet was clogged as was the idle vent. A quick clean was done and a reassembly.
A test run on the stand showed the engine would not run up to max governed RPM. I noticed slack in the throttle cable that had not been there before. A wide-open twist did not move the carb throttle to full open. The cable outer protective cover was not in the correct anchor position. It was 1 1/2 inches too far forward. No way the throttle was every going to open fully.
Tires inflated to 6 PSI. Drive chain and torque multiplier lubed. Centrifugal clutch cleaned.
A run up and down my back dirt road showed the mini was running good again. Now to find a trail to ride on.....
