I think it is a Cat. Possibly a Slingshot. The remnants of the original foot pegs are still there. The foot bar at the lower front of the frame has been welded in, after the fact.

Thats from the "minnesota Mystery bike" family. Still dont think anyone came up with a manufacturer name for them. Bars on that one are shorter than others....do the fork plate curve in, cant tell in the pic but they kinda look like thee may. the peg under the engine plate is for a scrub brake stop, not a footpeg.

it looks like the one he posted does not have the gusset under the neck like the one you posted. it also seems the fork lower where the front axle goes is crimped on the one he posted while the one you posted has tubing welded on for the axle to slide through. the footpegs and rear axle tabs are spot on, and it does appear the triple trees are curved in like the one you posted though. trippy
