Honda gx140 not making any power?

Hey guys, I'm hoping you can point me in the right direction.

I've been getting an old bike together. I got a new carb, plug on it. The motor will start up and idle fine. But does not produce any power. It won't even spin the tire on ice. It doesn't get very high rpms and really anything about the throttle cracked and it runs rough.

It's geared properly and has a new clutch.

Any direction would be great.

New spark plug, high speed jet..low side jet needs cleaning, valve adjustment Int & Exh. .003 or less, coil to flywheel gap .030 at least. If you've had the carb off make sure all gaskets are on corrrect, I would check the flywheel key to make sure Its not stripped.
Just some things to check, hope this helps.

I just thought of something. The previous owner removed the governor linkage, but none of the internals. Could this be having any adverse affects?

I have head and was told it was a gx140 head it has a very small combustion chamber with 23-24 mm valves I think. Curious if anyone has pics of one or a way to id it all help would be appreciate.
