Missing clutch/brakes, but motor turns over. I remember riding this MANY years ago. Now my folks are downsizing and trying to figure out just what it is.:shrug:
Capgun is right It's a Ruttman Washer . Its called a Washer because of the welded on washer that holds the rear axle to the frame. Probably late 60' s to early 70's . Here is a pic of mine .
