Interesting motor. The output shaft on a REO is the cam shaft. I doubt it could create enough RPM to operate a centrifugal clutch.

My Dad built a scooter with a Reo engine when I was a kid, not fast but fun. He used an idler clutch setup like on a rototiller.

I wouldn't call it a small scooter, it was as big as one in the pic, but a bit lighter built and not a Cushman. My dad and mom could ride it together. top speed was around 10mph maybe.
