Rolling chassis or parts?

Alright, heres my problem. I've got a mini bike I think might be a Rupp. i got it for $200 so I figured i got a good deal. I want to do a few things to it, but its pretty much impossible for me to find wheels and tires for it that actually work. The bike itself is pretty much just rigged together and not very well. SO, I need to either find wheels, tires, a new engine, sprocket, and brake, or i could buy a damn doodle bug for about the same price. I dont really like the idea of buying something made completely in china though. Id really love it if someone could point me it the right direction. I'd like to find a rolling frame, ready for me to drop an engine in, and is also american made. my budget is low so id like to find one under 250 if possible.

I think it is a Skat Cat or something like that.. There was a company in Taiwan building them and importing them and they would get sold under various names to department stores and what not.. The tires are not super bad to get on the rim.. Getting them off can be bad.. BUT they are already junk so that helps.. Cut the side walls with a box cutter then you can cut the bead in 1/2 with a smaller cutting wheel like a Dremel and it CAN'T fight back... If they are split wheels it's even easier yet..
