Srars Roper Foot Brake question

Where exactly do the springs go on this thing? I think there would be one from the hole to the other hole on the left? Or all the way to the engine mount?

Also, the only way the brake plate stays off the tire is if I apply pressure right where my thumb is here. So there must be a spring doing this around here too, no?

I'm pretty sure the spring goes around the bolt that holds the aluminum brake pad and then over to the hole in the frame that you show above.
