that is an Azusa kit bike you can buy them from bare frames to full rollers from most all the vendors that offer Azusa parts. they have sold them for years.
Still a nice older Azusa, hopefully you got a "Stellar" deal on it!. 4hp Tecumseh, Tri-Star wheels, should clean up nice and you can do what you want with it without worrying about hurting the value as if it were a real Stellar, Enjoy!.
