If you were to remove the clutch and just ran sproket to sproket, you would have to start the motor with the rear wheel off the ground because it would be direct drive. Or you might be able to push it to start it. You also wouldnt be able to stop very easily because it would kill the motor if the brakes were good enough to stop it. The clutch lets the motor freewheel without driving the chain/rear wheel.
