Tecumseh HS 40 Findings

Guys I have an HS 40 on my TrailFlight that will not rev up. I noticed that when I set my exhaust valve on the heel of the cam that when on the compression stroke the exhaust valve would be closed at bottom dead center and then open back up again just slightly until a bit before top dead. I assumed this was a compression release to help get it started and assumed there was some kind of centrifugal mechanism on the cam that would make the valve close once the motor started. I ended up pulling the motor apart and found there was no centrifugal mechanism. The cam has a strange bump on it that would keep the exhaust valve open on the compression stroke. Is there another way to set the exhaust valve clearance on these engines or could I have a defective cam?
