Frame dimensions?

The original magazine ad is confusing (at least to me) on the frame width. The dimension shows 4", but the dimension lines seem to go from the middle of one side to somewhere out in space on the other??

What's the inside to inside, or outside to outside dimension? Or better yet... center to center?

Karen gave me pic of hers with a measurement (thanks!), but it seems a bit wider than the original design, I want to be sure before I start making or buying tube bending stuff.
