This continental frame came with a scrub break on it, and I know you might say it was transplanted, but it looks too perfect.

Nope. The arm is also behind the foot peg. That is a very bad idea. There isn't enough purchase to "heel" brake it, and moving your foot rearward to apply the brake could result in your foot coming off, hitting the pavement, pinching your entire ankle between the brake arm and the ground. Much pain.

Question. Are most minis with scrub brakes like that supposed to be actuated with your heel? My Bird Duck has a scrub brake. Am I not supposed to take my foot off of the peg and put it fully on the brake? It doesn't really matter that much but that's one of those little things I've wondered.

No, usually the arm is long enough to extend to in front of the peg.

The fact that the proper Rupp Continental Special Bendix 5" sprocket/brake drum and brake assembly is not there tells the whole story of why it has a skid brake on it.
1964-67 Rupp Continentals did not have a skid brake. The 1968 Rupp Cub C-220 and kit K-220 were the first to have a skid brake.
And it is not a Cub as it has movable foot pegs.

I have the right Bendix brake for this, but unfortunately, not the sprocket.
