Throttle linkage and finishing projects

Hello all, I have a couple projects that need finishing and am in need of assistance. I can't figure out for the life of me how to set up these throttle cables. I have a Briggs 3hp in a cat mini bike. Also have a taco 22 that I plan on putting a 4hp Tecumseh. The Tecumseh is new but has been sitting for quite a while. The Briggs has minimal hours on it too and ran a couple years ago. Can't get either of them to start. What needs to be checked/cleaned on these motor to get them up and going? Also do I need to buy some parts to get the throttles working? Thanks in advance

Now..what I do for old motors that haven't ran in awhile is....I take the plug out and put a drop or two of oil in the hole and let it sit for a few hours. I clean all the old fuel out of the system. Clean the lines/hoses..take the carbs apart and clean them..and clean the tanks out. Then I just give them a spirt of starting fluid to see if they fire. After that I go from there. That is the very short version..but you should get the point.
