Torque converter issue? Need advice

Hey guys I’ve hit a wall in my mini bike rebuild. After putting entire bike back together and firing up the motor I’ve found that it still wants to take right off as it warms up. I’ve adjusted idol screw as well as messed with fuel adjustments. I think something is not right with the torque converter? Driven seems to alway be engaged with the belt?? Don’t know if the driven was maybe put together wrong or if belt is wrong? Desperate for help solving it.. any and all advice would be helpful.
Oh after I get it running I’m going to need a rear brake still?

Does the driver have the bronze bush installed and does it turn freely? Also with a new belt the are grabby for a short while.

Don’t know about the brass bushing but it does move fairly freely... only resistance is the motor compression

That video looks super helpful but I have an amateur question? How do I take the driver and driven off? When I try to turn the bolts off they just roll? I’m embarrassed to admit I don’t know how to!

Just got them off but not sure if my driver is damaged??
