When I built my cargo rack for my Hawg Ty scooter I needed a very strong clamp that was padded to protect the scooters paint. I found these and they come in many sizes. They are priced OK and are very strong and will hold a lot of weight/strain.
In the one photo Richard posted above, they look very close to the original type used.
Maybe they will work for you.
