That Kolher is a bad ass engine, they used to have a kart racing class for them and they were damn fast karts. I can't find anything on them now but used to be able to.

Definitely appears to be that scat cat! Interesting choice of location for those foot pegs.. if I pick this up, that’s gotta change.

Ended up buying it... the handle bar mounts don’t appear to be the same as the scat cat (and are in rough shape ) Anyone seen a similar setup before?

Yep, On Taiwan made bikes like the Scat Cat, Grand Prix, Terra. Sometimes the same bikes were labeled with different names.

I've seen the Grand Prix listed as an Efenel, Deltek and Imperial, don't know which is which really but I have seen different handlebar mounts on what appears to be the same model. They were probably just cheapening production costs as newer models were coming out, I have seen clamps, tubes and the aluminum top plate like yours.
