We don't usually discuss values, here, as something is worth what someone will pay for it. But most often some folks fish here, to see what they can charge for something they are selling.
But since you are a buyer, I hope it's okay that I give you some context.
I agree with you, and think for that kind of money that thing should at least be rolling...lol.
Just for reference, I bought my Roper in Windber running, with above frame original gas tank, Tecumseh H or HS 50, nice original seat, torque converter and the always missing clutch/torque converter guard, for $250.
