If you scrape the paint and there is chrome under it...then it is a Powerdyne Cougar. But there is an Arco that was painted and no headlight also.

Your welcome. So is it chrome under that black paint?

Yes there is chrome under black spray paint. Now I need to figure out if I can get the paint off and save the chrome

Try easy off oven cleaner on a small spot under frame. That usually softens the paint without damaging the chrome. And use a soapy very wet brillo to lightly clean it off.
