What kind of engine is this?

At first glance, I thought this was some sort of Tecumseh engine (and it may be), but it doesn't look quite like any I've seen.
It's from a for sale ad, and its on a snow blower of unknown brand (it's been repainted).

It looks similar to an H-series tec (note the horizontal throttle linkage), but maybe smaller.
The recoil assembly also looks odd, with the bolts on top with stand-offs underneath.

Any thoughts or knowledge? :)

Could be a Clinton with that funky tank. Not sure.
Looks like the tank had straps around it that attach to that bracket on top of the head (like a Tec, other than the straps).

Bet the tires are Indian head Carlisle; would be beyond lucky if they aren't rotten...

Upon closer inspection of google image results, I think it could be Clinton engine, though what model, etc. is uncertain.

The recoil housing seems different than what I'm finding.
Maybe it's specific to electric start (not seeing a rope), but am having trouble finding an electric start Clinton...
