Wheel identification to maybe identify the bike?

Maybe someone can identify these mini bike wheels? They have 3.50-8 Cheng shin Tires. both rims have locating pins that go into a hole in the minis frame. i doubt these are actually even mini bike tires. I just picked up another frame and would love love another front tire with drum brakes. Not sure what those came off of, but if you want front brakes, hit your local salvage yard. Mopeds and scooters are laying there in piles. All of them have brakes on all wheels. Quite a few have nice hydraulic discs and 10-12 inch wheels and tires.
Maybe I misunderstood your question?

this tire has a front drum built in and I would like to know what it’s off of so I can hunt down another. it fits both my mini bike frames perfect. so I’m guessing it would fit just a whole bunch of different minis. drill a hole for the locating pin and push the axle through. save a world of trouble for bikes with no back brakes after 50 years and with a wide taller back tire just looks good
