Would this count as a mini?

I have in my possession one of the coolest yet ugliest bikes I have ever seen, the 86 Honda Helix CN250. It's a vertical water cooled four stroke 250 CVT driven.
I honestly don't care fore the dated look, so I am considering either modding it's current frame ( to keep the VIN) or building a fresh tube frame and just using the down tube with the VIN in it .....
I want to build a mini bike around this engine. It would probably be Gawd awful ugly, and Killer unsafe, but......fun. I know it's technically a scooter engine but if I do the frame in an MB style,would it then be a mini bike???? ( pease say yes...lol)

Can a maxi scooter be a mini bike? I don't know, but once you strip all the plastic, you're half way there.

I want to ditch the step through design and shorten it as much as possible. I kinda have a picture in my mind. The old race cycles that had a city ves spine over the motor that u almost laid over to ride. I want that, but in a mini form on ten inch wheels. The Helix uses a ten inch rear stock so +1 on that.

Those things were built to do 70 mph+ for long time rides. Build it as you choose, but boy make sure you have leathers and a helmet at those speeds.
