Put your clutch on the crankshaft (inboard or outboard), then place the washers on the 5/16 bolt. Torque the retaining bolt and make sure the clutch still slides freely. Position the clutch halfway between the crankshaft step and your 1 1/8" flat washer. From “ How to install a centrifugal clutch”

I think I would try misting it with water and then use a wet cloth to see if it softens up. The adhesive is water soluble so if you’re patient it should loosen up.

I use non-ethanol in all my small engines. I have seen e-10 cause damage to carbs, gasket’s and fuel lines when not drained/ run dry before even a short period of sitting idle. I also use Marvel Mystery Oil in every 3rd tank or so just to keep things clean.
