5 hp. govenor removal help

I bought a older 5hp tecumseh engine , looks like it came off a rototiller poss? it had no id tags on it and the recoil cover has been replaced... The throttle control was removed and there was no govenor arm or any rods connecting to it. It appears that the govenor gear etc is still inside of engine. I get it to start up and idle , I hooked a twist throttle to it, but if I opened the throttle wide open she would bog out and sometimes die. I tried to hook a spring up to the govenor arm (i put one on it) and if i go slow with throttle it will increase in rpm but if I WOT it quick all it does is pop and back fire. Since I dont have any of the linkage would it be better to open the engine and remove the gov. gear? and would this take care of the problem?
