Unless, like @pomfish said, it was meant for parade riding, maybe you have the custom masterpiece of some daring kids that had some extra bird wheels. The fact that it's a two-seater makes those wheels look pretty out of place.
According to the above Sears catalog the 2 seater is gear reduced to 15 mph as well, so slow and easy was the name of the game and probably kept the little 3 hp from burning clutches as quickly.
I remember the Canopy model as well.
