Cat Help Please

I bought what I believed to be a Cat 400 basket case at a yard sale. After plastic blasting the frame I noticed it was built with a scrub brake. Any pictures of the 400's showed a disc setup. The frame has no mounts for a disc setup and no serial numbers. Naturally the scrub brake assembly was missing. My questions are was this bike built prior to 1969 and is it rare? I see no need to cut it up if it's worth more original.

It may be a 4003 which used a drum brake inside the sprocket. What you perceive to be a scrub brake mount may be a jack shaft mount.
